League InformationLocation: WFCU Centre, Windsor, Ontario League Constitution1.0 GOVERNING BODY1.1 - The governing body of the league shall be known as the Board of Governors. It will consist of the League President Andre Audette, and the team captains or 1 designated representative for each team. In any voting situation, each team in good standings shall have 1 vote. If a deciding vote is necessary, it shall be decided by the President. Andre Audette shall maintain the stats and websites. Each team shall be responsible to submit a final roster to the President no later than the first Saturday in October. Any players added afterwards will be subject to review and may be deemed ineligible to play and games played with such players may be forfeited. 1.2 - The routine control and management of the league and its property shall be vested and exercised by the Board. 1.3 � Any meetings may be called by the President upon request by a team captain or team representative. 1.4 The President shall have full authority to enforce the rules as written. However, the President may call for a vote of the representatives, in the event of some irregular circumstances or combination of penalties that warrant suspension, the decision of the board as a whole is final. 1.5 Any written rules of the league shall remain in force and in effect until amended or repealed in whole or in part by majority vote of the Board. These may be only verbal until the president is able to have them changed on the site. 2.0 ENTRY FEES AND PAYMENTS2.1 Annual registration fees shall be determined on a year-to-year basis. There will be no exceptions or extensions once the money due date is reached. Games WILL be forfeited until the amount is paid in full. $1500 is due the first Thursday in August at the first League meeting. An additional $1500 is due the first week of the season. The remainder of the fees are due the last Saturday in October. 2.2 The will be NO REFUNDS granted to any teams that fold, or to players who quit or get suspended/ejected from the league. In the event of a season ending injury, the board will arrange a review. 2.3 There will be an NSF charge of $50 for any returned cheques. Furthermore, that person or team may only pay by certified cheque, cash or e-transfer. 3.0 PLAYER ELIGIBILITY3.1 Team captains are responsible to see that ALL their players are eligible to play BEFORE they play in this league. This means team captains must know who they are allowing on their team. All players must be 25 years old before April 1st, end of current season to be eligible to play this season. There will be No Returns by the League due to the finding of an ineligible player, and no replacement player will be given to the offending team. 3.1 Any player who has played pro, semi-pro or junior A, NCAA, or International hockey are not eligible to play in this league. Teams are permitted to have players who played Junior B, Junior C, O.C.A.A, or O.U.A.A experience, there are no limits on the amount of these players. If a player is found to be ineligible, all games said player has played in will be forfeited to the opposing team. Any team claiming a forfeit must submit a letter to the president 48 hours after the offence. 3.1 All players are required to sign a waiver form indicating they understand all the rules that are in place for their safety, and that the league is not in any way responsible for their actions that may result in injury or legal action on or off the ice. The League cannot be held responsible for any injuries that occur on or off the ice. 3.2 - As long as a player is on the final roster, there are no minimum games needed for the playoffs. Exception to the final roster may be granted for players with season ending injuries, The President and Vice President will perform random I.D checks throughout the season. 3.3 Each team shall be allowed to dress 15 skaters and 1 goalie, or 14 players and 2 goalies during the regular season. All teams shall have 20 players listed on the final roster, including 4 spares, and must be submitted to the President no later than the third Saturday in October. Only players on the final roster shall be allowed behind the player bench. 3.4 At the start of the game, all teams must have a minimum of 5 skaters and 1 goalie. The goalie is not eligible to start in any other position. If a team is without a goalie, the league will provide a list of spares. 3.5 Every player is required to sign the league waiver form before they can play any games. Spares must also sign the waiver form and must do so before they play or before October 31st, whichever comes first. Any games played with a player who has not signed their waiver form will be forfeited to the other team. 4.0 OFFICIALS4.1 Two qualified referees will be used in all regular season and playoff games, as well as the championship game. 4.2 ANY physical and verbal abuse to game officials will NOT be tolerated!! Physical abuse will result in permanent ejection from the league, and said team will be under probation. This means each team must control their players. Game officials include referees, the president, vice president, league director and the timekeeper(s). Furthermore, the timekeeper is instructed to follow orders ONLY by the referees, the president, the vice president and the league director. 5.0 RULES AND REGULATIONS5.1 Each game will consist of one 45min running time period, with the last minute stop time if the game is within 1 goal of tying. This goes for regular season and the playoffs. No one is permitted to be on the ice until the Zamboni doors are closed. 5.2 The league will play a no red line style of hockey. A defending player may pass from his own zone up to the other team�s blue line without penalization. 5.3 The board reserves the right to amend, change or add rules as situations arise during the season. 5.4 There will be no tolerance to any drug use by players or fans, on the arena�s property. If the arena discovers anyone using drugs, they will be escorted off of the property, and any players involved will be subject to review from the board. Any drinks brought into the dressing rooms, must be in cans and must be taken with you at the end of the night. There have been MANY complaints by the arena towards this league. If you brought it in, you can take it out too. Dressing rooms must be cleaned up before the last player leaves. All garbage must be in the trashcans, and toilets must be flushed. And NO SMOKING. There is no tolerance towards any of the arena staff being harassed. If such conduct occurs, and the arena makes a complaint to the board, said player AND team will be under review. 5.5 Game points for the regular season are as follows: 2 pts for a win, 1 for a tie. Game points for the playoffs are 3pts for a regulation win, 2 points for a shootout win, and 1 point for a shootout loss. 5.6 Goal Tenders are off limits 5.7 Visors or helmet cages are mandatory, and players are not permitted on the ice without one. 6.0 PENALTIES6.1 All penalties in running time shall run as follows: Minor penalties 3 minutes, 3 penalties in the same game results in a game ejection Double minors 6 minutes Major penalties 7 minutes, and a game ejection 6.2 Any player receiving 3 Game Ejection 56 (G.E 56 for short) for the first offence will receive a one game suspension. 6.3 After any players 2nd suspension due to 3 G.E 56�s, a 3 game suspension will be given. After any players 3rd suspension due to 3 G.E 56�sthe player will not be allowed back into the league for the remainder of the year, or the following season. 6.4 Checking from behind is a Major penalty, and receives an additional 1 game suspension. Any player receiving this scenario twice in the same season, said player will serve a minimum 5 game suspension. 6.5 A G.E 56 (game ejection 56), is to be used at the referees discretion to remove any unruly player from a game. In the event that a player receives a G.E 56, and leaves the game without incident or verbal abuse, that player will not receive any further suspension, but is added to their accumulated total. 6.6 In the event any player receives 2 major checking from behind penalties in the same season, that player will be given a minimum 5 game suspension. Said player will be under probation for 1 year. 6.7- Any player receiving a major penalty shall be ejected from that game and receive a minimum 1 game suspension. 6.7 In the event a player receives 2 or more major penalties in the same season, said player will have a 5 game suspension. After serving his suspension, said player would be under review for re-entry into the league, and if approved the player would be under a 1 year probation. 6.8 Fighting is not allowed; therefore any player(s) that drop their gloves with intent to fight shall receive a 3 game suspension. Any player(s) who fight with their gloves on will be subject to a 3 game suspension as well. Fighting is determined by the League Officials, on and off the ice. 6.8a Following each game with incidents NO DECISIONS regarding any further punishment by the league will be made that night. Please allow for the league officials to review the incident for 24 hours, after which they will contact you. 6.9 Any player may be put up for review for re-entry into the league, due to any concerns of players safety. 7.0 GAME MISCONDUCT7.1 Any player receiving a game misconduct penalty shall be ejected from that game. For example, if a player receives a 7-minute major for a body check, any -minute major automatically includes that game (game misconduct) and a minimum 1 game suspension. 7.2 GROSS MISCONDUCT 7.3 Any players receiving a gross misconduct shall be ejected from that game and receive an additional 3 game suspension, and reviewed by the referees association and the League President 7.4 In the event of a player receiving 2 or more, gross misconducts in the same season, that player will be ejected for the remainder of the season, and will be voted on for re-entry the following season. 8.0 MATCH PENALTIES8.1 Any player receiving a match penalty, shall be ejected from that game and receive an additional 10 game suspension. This can be reviewed by the League President and the referees association, and may be increased or decreased. 8.2 In the event of a player receiving 2 or more match penalties in 1 season, said player would be ejected for 2 calendar years. 8.3 With reference to the league approved spares list, in the event that a spare receives a match penalty, that warrants extra suspension, if a spare receives such a penalty, all suspensions will doubled. 9.0 TEAM JERSEYS9.1 Any team purchasing new jerseys must get approval from the league board before they can choose a color. This is to avoid same color jersey issues. In the event 2 teams have the same color jerseys on then the jersey preference is given to the home team. 10.0 MEETINGS10.1 All teams are required to have at least 1 representative to attend all meetings. Any team missing 3 meetings will forfeit their voting privileges for the remainder of the season. Since there is a 20-man roster, there are no excuses. 10.2 Meetings will be held at times to be determined during the season; usually once a month. 11.0 PLAYOFFS11.1 Playoff formats will be determined at the beginning of each season, and depend on the amount of teams that season playing.
